Removing tariffs from global south countries is a part of boosting consumption, which is one of China’s more important economic problems it needs to tackle moving forward. It’s a win-win, African countries get to export finished commodities to Chinese consumers, and Chinese consumers get more access to goods. This helps build up African industry while also improving the lives of Chinese people.
