When they start working with Al-Qaeda’s and ISIS closely, they realize that it is easier to brainwash the soldiers to die for their religion. It is very clear people don’t have attachments to their own country because they are struggling, replace that with religion and they will blow themselves up.
I assume based on the research the CIA and their experience, they are trying to do that within the US.
