It doesn’t actually say why. It talks about the Big BS Bill, but not why Arizona is so hard hit.
They bi-partisanly decided to implement measures early to meet with the Fat Ugly Bill and this is the result. Arizona is just seeing what may be the worst case for a lot of the states early, especially the red ones that already do fuck all.
