They look like antique swing arm curtain rods.
Well, shit. Now I want my curtains hanging on swing arms. Compared to that, sliding hanging rings on a horizontal pole just seems primitive.

Does the tip pull out to slide on the curtain? And so it can be rotated so both match?

The small rod at the top makes me think that it fits somewhere holding the entire pole horizontal. The small gap in the circle suggests that it is supposed to allow something to go through and the hooked tip might be holding whatever is hanging from the pole.
Like an ornate top pole for a banner flag.
Ah, that’s a good point. I noticed those at the top as well. He did live in an old house, I can imagine them on each side of a window or something
The hooks on the end going in opposite directions compared to the ornamental looking loops is throwing me
Same. There are certain parts on the ornamental end that looks like they attach to something else
