Looks like a book strap, for a person to transport books, like to school. Not used much because backpacks and satchels are much better for this job.
If there’s enough pressure holding them down then it should be secure. It’s the same principle that makes ratchet straps work for securing a load to the back of a vehicle. But more importantly, it’s just an icon, so it just needs to get the idea across while being recognizable.
