Why not just set wasd and the action button to the 5 buttons on a guitar hero controller. Set primary to downstroke, secondary to upstroke and directional to the whammy bar twists and jump to the whammy press.
The only reason I’m kidding is I don’t think you can set the whammy twists, pretty much all you need for your 9th console edition of Skyrim
